Quality Inspection Process (SOP Transparency)
This is what every DS3800HAIC1E1C goes through before it ships:
Incoming Verification: The OEM packing slip is matched against the shipping manifest. Visual inspection includes checking the GE holographic label (or classic Speedtronic logo), verifying the heat sink interface card has no dents or damage, and examining the black anodized finish for any scratches or wear. The extreme conformal coating is inspected for uniformity and thickness under a magnifying glass.
Live Functional Test: The heat sink interface card is installed in a test rack with a known-good module and verified to fit correctly. Thermal performance is checked by running the module at full load and measuring the heat sink temperature—must be within spec. The Rev C design should provide improved thermal performance compared to Rev B.
Extended Temperature Test: The module is placed in a temperature chamber and tested at –40 °C, +25 °C, and +75 °C. At each temperature, we run the thermal performance test and verify the module functions correctly.
Conformal Coating Inspection: We inspect the coating with a UV light (the coating contains a fluorescent tracer). Any spots that don’t fluoresce indicate missing coating. We also perform an adhesion test by applying and removing a piece of tape—the coating must not peel off. The extreme coating has maximum thickness and chemical resistance for harsh industrial environments.
Chemical Resistance Test: We apply a small amount of common industrial chemicals (mineral oil, isopropyl alcohol, mild acid solution) to a test area of the coating and verify it does not degrade or dissolve.
Mechanical Inspection: The heat sink interface card is inspected for proper fit and alignment. The mounting holes are checked for thread integrity.
Final QC & Packaging: The QC report lists the fit test, thermal performance, extended temperature test, extreme conformal coating inspection, chemical resistance test, and visual inspection results. The heat sink interface card goes into a new anti-static bag with a tamper-evident seal, then into a double-walled carton with foam inserts. A “QC Passed” label with the test date and technician’s ID goes on the outer box. All test data and photos are available on request.

New Original vs. Refurbished: Why It Matters
The DS3800HAIC1E1C is a legacy heat sink interface card with extreme coating and Rev C advanced thermal design. Refurbishment risk is low.
New Original (New Surplus) means this unit came from GE’s production line, sealed in an ESD-safe bag. The extreme conformal coating is fresh, thick, uniform, and chemically resistant, the heat sink interface card is new and undamaged, and the module has zero operating hours. The serial number traces to GE’s production database.
Refurbished risk: The heat sink interface card may have been damaged or have old thermal paste residue, and the extreme conformal coating may be damaged. I saw a refurbished HAIC1E1C in a plant that had old thermal paste on it—the module overheated. The refurbished heat sink cost 150; the new surplus unit was 220. The module failure cost $10,000.
Real cost: A failed heat sink can cause a module to overheat and fail. The cost of a module failure is tens of thousands of dollars. A new surplus heat sink is cheap insurance.

Performance Benchmarks & Test Results
Measured during our QC test. Conditions: test rack with a Mark IV backplane simulator and a CXCIA CPU module, 24.0 VDC supply (Fluke 8845A), ambient 24 °C.
